وزارة الدفاع الأمريكية عن طريق هيئة المهندسين
تطرح لشركات المقاولات الأمريكية فقط
مناقصة لانشاء و تطوير و تجهيز قاعدة غرب القاهرة الجوية
(بعد بوابات القاهرة على طريق القاهرة اسكندرية الصحراوي)..
و تشترط على شركة المقاولات ان تكون امريكية و ان يكون قد مر على عملها اكثر من 3 سنوات داخل امريكا و بالطبع في المناقصة تحتوي على تفاصيل عديدة و تجهيزها لاحدث بلوك من F-16 بتكلفة خرافية تتعدى 250 مليون دولار لهذه القاعدة فقط!!
لا يسمح القانون العسكري في مصر ببناء قواعد عسكرية مصرية الا عن طريق شركات مصرية و الهيئة العسكرية المصرية, الا انه على الموقع الرسمي يذكر انه تطوير القاعدة و بناء منشئات جديدة للطيران المصري و هو ما يخالف القواعد المعمولة بها و لم يتم بناء قاعدة جوية واحدة او عسكرية في مصر عن طريق شركة اجنبية خالصة و الولايات المتحدة لم تجهز اي قاعدة عسكرية مصرية من قبل.
يذكر ان الرئيس السابق مبارك قد رفض طلب للولايات المتحدة بطلب استغلال لقاعدة غرب القاهرة الجوية خاصة و يمكن ان تسمعه يقولها في لقاء عماد اديب في هذا الفيديو في تصريح هو الأخطر من نوعه وقتها:

This announcement is for the purpose of soliciting construction firms for the design and construction of facility upgrades, new facilities and infrastructure improvements to support the procurement of F-16 C/D Fighter Aircraft, and accommodate base expansion and upgrades for enhancing operability, safety, security, maintenance and training requirements for Egyptian Air Force readiness and operational reliability at Cairo West Air Base. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $25,000,000 and $100,000,000
. Performance and Payment Bonds will be required. In accordance with the Arms Export Control Act (22 USC 2791), this acquisition will be awarded to a U.S. Firm or a Joint Venture with a U.S. Firm, in which the U.S. Joint Venture Team Member has controlling interest. The U.S. firm must be incorporated and have had its corporate headquarters in the U.S. for a minimum of three years; shall have filed state and federal income declarations for a minimum of three corporate years within the preceding four-year period, having paid any applicable taxes determined to be due as a result of such filing.
